Your little brother better weigh only about 60-70 lbs.
Otherwise the Flare 93 is simply too small to be a good beginner board.
The Flare is all about doing freestyle tricks, so it's pretty wide for an 93 liter
board, but the limited volume will make it a tough learning curve for anyone
but a very small (and very determined) kid.
Maybe save the Flare 93 until after both you and your brother have taken some lessons
on higher volume, much wider training boards.
Sorry, but unless you are super determined and super motivated, your plan to learn
on the Flare 93 probably will not happen.
It's not that no one ever learned to windsurf on such a small board, because that has happened
with kids on Maui and maybe the Canary Islands or the Columbia River Gorge where they have
plenty of wind most of the time.
